REMINDER: EHAS to Give an Immediate Automated Pre- Approval for Vaccinated Travelers as of August 1

As of August 1st 2022, the intention is to make EHAS more convenient by allowing vaccinated persons to receive an immediate pre approval, once the form is filled out in it�� entirety. The entry requirements will not change for the country, but by allowing an automated immediate response, many cancellations can be avoided. It is important to note that the checks on arrival will still take place at the airport, and persons may be required to test locally if their documents are not valid.

Despite claims that EHAS is detouring tourist from visiting the country, statistics show that this is far from the truth. In the high season of 2021-2022, Sint Maarten was at approximately 120% of its 2019 pre-COVID arrival numbers and to date we are at 90% of the 2019 arrivals. We often look at other countries without realizing the full measures being taken there. For instance, while Aruba may not require any testing to enter the country, they do require that an ED form be filled out prior to traveling and they still have a night life closure time of 1 AM during the week.

Even though America has finally eased their entry requirements, noncitizens are required to be vaccinated to enter their country. This shows that everyone is trying to find a balance that would also protect their population, while still attracting visitors. Sint Maarten is no exception, the intention is for EHAS to transition into our Port Health Authority, which is mandatory for all the countries within the kingdom. An international health regulation (IHR) meeting was held last month in Aruba and is scheduled to be a yearly event. The IHR requires each country to be able to detect, asses, report, respond and stop outbreaks of infectious diseases before they spread internationally. This means that Sint Maarten must have a Port Health Authority at all points of entry, to meet our obligations as international ports.

"I am not someone that likes to remove regulations and then have to replace them later�ߡ� Said Ottley. The Minister is working on transitioning the EHAS to a more effective system that fosters safety without negatively affecting our visiting numbers. The plan is to allow this automated approval to be accessible for all visitors regardless of their vaccination status by October 15th 2022.

1. Canada's WestJet Dealing With Possible Strikes at Two Airports

Canadian airline WestJet, popular with north of the border passengers wishing to visit SXM, and its passengers may have their hands full later this week since WestJet baggage handlers and passenger service agents in both Calgary and Vancouver may go on strike. The possibility of a strike has been looming for a number of months; both the baggage handlers and the passenger service agents have long expressed serious discontent with their work environment that they allege can include shifts in excess of 12 hours.

Here are particulars from Calgary.

2. Change Pilot Retirement Age to 67 to Solve Pilot Shortage?

A proposal is floating around the airline industry and among industry regulators in Washington that suggests raising the mandatory retirement age for airline pilots to 67 from its current 65. The number is being promoted by some people as a potential quick solution to the shortage of pilots in the US. The shortage was caused after airlines had given rich early retirement incentives to thousands of pilots in the face of the Covid Pandemic a few years ago, only to be faced now by a much sooner than expected industry recovery -- and a pilot shortage due in part to those early retirements.

Transportation Sec. Pete Buttigieg seems lukewarm to the idea, saying recently in a press interview that the age of 65 "was put there for a reason," which he said was safety. Some pilots think extending the retirement age to 67 recognizes that most senior pilots with the most long-time experience and knowledge are best able to handle in-flight emergencies and therefore should have the opportunity to continue working to age 67. But one pilot for a major US airline said to us, "Oh hell no to age 67, absolutely not, no way, never!"

Whether the plan will ever go anywhere is unpredictable. Airlines have already trimmed their schedules to more clearly match their current staffing, and some sources are telling us that some airlines are having a good degree of success at their efforts to recruit new pilots and get them properly trained and certified for open positions.

We will continue to keep a close eye on the status of air travel in North America, Europe, and the rest of the world particularly as it impacts flights taken by our readers going to/from SXM.

3. Anguilla Entry Requirements Change (News Release)

For Immediate Release.

As Anguilla continues to strive towards learning to live with COVID-19 for the long term, the Executive Council has made further changes to the COVID-19 entry protocols:

Effective July 15th there is no quarantine requirement for unvaccinated returning residents. With regards to day trips, effective July 15th, unvaccinated persons are now permitted to travel for no more than one night to the neighbouring islands. All persons (vaccinated and unvaccinated) who go on day trips travel must comply with the entry requirements for the destination that they are traveling to.

There will be no testing upon re-entry into Anguilla. However, unvaccinated day trippers are required to submit to a COVID-19 test at the Ministry of Health four (4) days after their return to the island. This remains in effect until September 15. Vaccinated persons may be required to do a Day 4 test upon return for sampling and surveillance purposes as required by the Ministry of Health. Vaccinated individuals who are selected for day-4 testing will be notified at the ports and instructions given there as to when to report to the ministry for testing.

For persons traveling to neighbouring islands for more than one night, the existing protocol applies that is - a pre arrival test is required for all persons (vaccinated and unvaccinated) to enter Anguilla. This remains in effect until August 7.

Effective August 8, there shall be no pre-arrival testing requirement for vaccinated persons. Unvaccinated returning residents shall be required to complete a pre-arrival test for entry into Anguilla; and Effective August 8, unvaccinated visitors will be permitted to enter Anguilla with a negative pre-arrival test. There shall be no quarantine or further testing.

The Ministry of Health hereby reminds the general public that frequent handwashing and the practice of good hygiene remain the best ways to protect yourself and prevent the spread of COVID-19. The relaxation of protocols does not mean that the COVID-19 threat is over. Vaccination remains the most effective form of protection against severe disease and death. Vaccination and booster doses are still available and increasingly are a requirement for travel.

8. Hurricane Scene Stays Quiet, For Now

Despite a significant amount of activity early during the current hurricane season, the last few weeks have been generally quiet. The National Hurricane Center (NHC) on Sunday predicted no tropical development during the next five days.

There was a noticeable tropical wave starting to emerge off the western coast of North Africa today, but because of current water temperatures being below optimal levels for tropical development and dry air in the tropics, development was not expected during the next week -- after which the system may be near the northern Antilles.

Although hurricane season officially begins June 1, nonetheless it's best to be prepared before then. In recent years, tropical activity has begun around mid-May. Stay in touch with any or all of these sources of tropical weather information...

Two men were riding their horses on a hill in Cay Bay when a car backfiring spooked one of the
horses, which threw its rider. The other rider got off his horse to check his companion when the car again
backfired, spooking the horse again which led it to kick its dismounted driver in the head, luckily
causing "only" a severely dislocated jaw. The local hospital had no ability to solve that problem
so the victim was airlifted by SkyMed back to Pennsylvania for surgery. Flight cost to the patient:

A member of the clergy fell down cement stairs and broke her leg. She too was airlifted home by

Hilton Grand Vacations, which had announced in March 2021 that it will be acquiring Diamond Resorts, is already advertising vacation ownerships at Royal Palm and at Flamingo under the Hilton Grand Vacations brand, on its website www.hiltongrandvacations.com. The acquisition has since closed, according to media reports. The website indicates that the acquisition will go live in Q3.

“Flamingo Beach, a Hilton Vacation Club - coming soon in Q3, 2022 Experience the diverse culture and natural beauty of the Caribbean,” reads a message on the website. According to www.hiltongrandvacations.com, Royal Palm, a Hilton Vacation Club and Flamingo Beach, a Hilton Vacation Club offer everything one will need for a relaxing Caribbean retreat and getaway. “The resort is located on the Dutch side of the island and is within walking distance to Kimsha Beach and Simpson Bay. Spend your days relaxing on the beach, enjoying a cold drink at the swim-up bar in the outdoor pool or keeping up with your exercise routine at the fitness centre. Return to your spacious accommodations and enjoy the last light of the day from your private balcony,” The website says about Royal Palm.

According to a press release issued in March 2021, Hilton’s acquisition of Diamond Resorts will create the premier leisure operator with the broadest offering in the vacation ownership industry. Hilton Grand Vacations (HGV) had announced that it has entered into a definitive agreement to acquire Diamond Resorts International from funds managed by affiliates of Apollo Global Management Inc., funds managed by affiliates of Reverence Capital Partners and other Diamond stockholders, in a stock-based transaction with an equity value of approximately $1.4 billion. Under the terms of the agreement, the Apollo Funds and other Diamond stockholders will receive 34.5 million shares of HGV common stock, subject to customary adjustments.

The acquisition, according to the release, will combine the strength of HGV’s brand and culture with Diamond, the largest independent timeshare operator. Diamond’s 92 leisure resorts and nearly 400,000 owners uniquely complement HGV’s 62 upscale and luxury properties and over 325,000 owners, and the combination will create the premier vacation ownership company with the broadest offering in the industry.

“I am excited to announce our transformational agreement to add Diamond Resorts to the Hilton Grand Vacations family, accelerating our next phase of growth,” Mark Wang, president and chief executive officer (CEO) of Hilton Grand Vacations, was quoted as saying in the release. “This strategic combination will leverage the strengths of each company, positioning us to drive significant Net Owner Growth while enhancing efficiencies of scale and generating significant shareholder value. Diamond’s extensive regional, drive-to network of resorts and expanded demographics uniquely complement HGV’s best-in-class lead generation, world-class hospitality, and premier destinations backed by the strength of the Hilton brand. For our valued team members, owners and guests, this combination creates new opportunities to provide exciting destinations and memorable vacation experiences while continuing to provide exceptional levels of service.”

St. Maarten Tourism Bureau Director May-Ling Chun had also alluded to the acquisition in February of this year during a Caribbean Tourism Organisation (CTO) two-day virtual destination media briefing, in which 17 Caribbean destinations updated regional media operatives on how their destination is doing. French St. Martin also provided an update during the forum.

27. BrightPath Caribbean & BrightPath Realty Move to New, Easily Accessible, Larger Quarters

BrightPath Caribbean is widely recognized as SXM's premier authority on immigration and residency for people buying property and/or starting businesses here in SXM. Effective August 1, they are moving to the Plaza near the Simpson Bay yacht club; you'll find a map showing their exact new location (near Zee Best). They are now completing the move and are setting up in their new offices, so for a brief time they may not be quite as quickly accessible as is their customary practice.

28. On The Status of the Club Orient Rebuild

There has not been significant visible progress on the planned rebuilding of Club Orient, the island's premier naturist resort, since it was destroyed by hurricane Irma almost 5 years ago. Many different property owners are involved, there are a number of regulatory hurdles to be crossed, and we know there are other issues, but we also know that there is determination by many people to build back Club Orient so future generations may continue to use the property as it was intended so many years ago when it was first developed.

Here is the latest 2022 information on what is happening. It is clearly skeletal; but when we return to the island we intend to see if we can't find a little more meat on this to feed to hungry readers.

29. New Caribbean Guilder To Be Effective January 1, 2024

SXM has continued to use the Antillean guilder for more than 10 years, ever since the Netherlands Antilles was dissolved and Country St. Maarten was founded (10/10/2010). Now a new Caribbean guilder is expected to become effective on January 1, 2024, and it will be pegged to the US dollar as is the current Antillean guilder.

We're not sure whether this is of any consequence to our tourist readers since most readers use either Credit Cards or dollars, which are widely accepted on the island. Nonetheless, if you have Antillean guilders, you will probably want to get rid of them since they will go out of existence at the beginning of 2024. Here is the full story.

30. Another Drowning, This Time on Grand Case Beach

As most tourists are well aware, SXM beaches do not have lifeguards. Although we have always recommended that swimmers on SXM beaches swim with friends or family and not alone, not everyone follows that advice -- or even sees it. Inevitably, for a spectrum of reasons, some people drown every year on area beaches. Sometimes the cause is natural, like heart attacks that occur in the water, usually among elderly individuals. In other situations, there may be sudden changes in sea conditions that cause tragedies. The latest drowning was in Grand Case beach within the last several days, an area known for its generally calm waters.

Please be careful out there and swim with friends or near other people.
